HomeMy WebLinkAboutREP PC 050 12/04/2002 2000-2002 REPORT OF THE COMMITTEE ON PLANNING DATE: December 4, 2001 RE: C-429/Bill No. 140 PLACE: Councilroom TIME: 1:18 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 140, transmitted by Mayor Harry Kim per Communication No. 429, dated November 15, 2001, regarding the Change of Zone request by Stanley aatd Ba-eaeda l0~daeda at Waiakea, South Hilo, Hawaii, TMK: 2-2-36:123, reports as follows: Bill No. 140 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 16,000 square feet of land from a Single Family Residential (RS-{ 0) to a Neighborhood Commercial (CN-10) zoned district. The rectangular-shaped subject property, owned in fee by the applicants, is located on the Puna side of Kekuanaoa Street between Kalanikoa and Laukapu Streets. There is an existing dwelling, which is currently being rented out on a month-to-month basis, a carport and open storage structures on the subject property. The applicants would like to construct and operate atwo-story 5,100 square foot seafood retail outlet on the site, which was selected because it is fairly visible and can be provided with adequate on-site parking. The applicants intend to demolish or relocate the residential structure on the site and destroy the existing carport and open storage area. The first floor, consisting of 3,600 square feet, would be used for food preparation, sales, cold storage, and office space for the seafood retail business. The 1,500 square foot second floor would be used for storage. There will be at least 16 parking stalls, including one for the handicapped. The State Land Use designation is "Urban". The General Plan Land Use Pattern Allocation Guide (LUPAG) Map designates the area as Low Density Urban Development, which is used for single family residences, ancillary community and public uses, and convenience type commercial uses. The Hilo Community Development Plan (CDP), adopted by Resolution in 1975 by the Planning Commission, designates the Waiakea Houselots area for residential uses. The subject property is not located within the Special Management Area and is located more than one mile from the nearest coastline. The USDA Soil Survey Report identifies the soil as Keaukaha Series, which consists ofwell-drained, thin organic soils overlying pahoehoe lava bedrock with slow permeability although the water moves rapidly through the cracks, medium runoff and slight erosion hazard. The Agricultural Lands of Importance to the State of Hawaii (ALISH) classification is Urban Development. The Land Study Bureau's Soil Rating is classified as within existing urban development. The subject property is located within Zone "X", an area determined to be outside the 500-year flood plain. Because the property had been improved, the likelihood of any archaeological features is remote and there are no endangered or threatened species of flora and fauna. PC-50 PC-50 Page 2 December 4, 2001 Surrounding lands adjacent on the east and west of the subject property have existing dwellings and are zoned Neighborhood Commercial (CN-10) and Single Family Residential (RS-10), respectively. Lands in the immediate vicinity include single family residential (RS-10) uses. Big Island Candies, located about a half block to the northwest, is zoned CG-20. About one block east of the subject property are the Aloha Gas facility at the corner of Kekuanaoa Street and Kanoelehua Avenue and the Tracy Lewis Real Estate Office north ofthe Aloha Gas facility on lands zoned Limited Industrial (ML-20). At the northern end of the Waiakea Houselots, bound by Mililani-Piilani-Kalanikoa-Hualani Streets, one half of the block has been zoned General Commercial (CG-7.5) since the adoption of the City of Hilo Zone Map in 1968. Since 1981, commercial activities have been developing in a southerly direction from Piilani Street. Access is proposed from Kekuanaoa Street, which has a 40-foot wide right-of--way with 20 to 22-foot wide pavement and grassed shoulders. Future plans indicate Kekuanaoa Street will be widened to a 60-foot right of way, with a 10-foot wide future road widening strip along the front of the property. Water is available to the property from an existing 6-inch waterline along Kekuanaoa Street and the Department of Water Supply is requiring the installation of a backflow preventer. Wastewater will be disposed of through a County sewer line fronting the subject property. All other utilities and services are available to the subject property. Committee Member Curtis Tyler asked the applicant's agent, Sidney Fuke, if there was any response from the surrounding neighbors about this measure, to which he responded that only the owners of Mama Solo testified at the Planning Commission meeting. Your Committee did not entertain further discussion on this measure. Your Committees concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the Change of Zone request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 140 and recommends it pass first reading.
