Your Committee on Parks & Environmental Management, to which was referred Communication No. 362, and
attached Bill No.113, reports as follows:
The purpose of Bill No. 113 is to amend Chapter 2 of the Hawaii County Code 1983 (1995 Edition), relating to
Administration by amending Section 2-41 and adding a new article relating to the Department of Environmental
Management.
Communication No. 362 is from the Honorable Mayor Harry Kim, dated September 24, 2001, transmitting
Bill No. 113 for the Council's review and consideration. This amendment will bring the Code into
conformance with the Charter of the County of Hawaii as amended by the voters in November, 2000 (Charter
Amendment 4).
Your Committee amended Bill No. 113 as follows, and renumbered the following sections accordingly:
``Section -5. Divisions within department.
(a) The department of environmental management shall be divided under the director into the
following divisions:
(1) Wastewater Division. The wastewater division shall be responsible for the construction,
maintenance, and operation of all sewage programs and facilities operated by and for the County.
(2) Solid Waste Division. The solid waste division shall be responsible for the construction,
maintenance, and operation of all solid waste facilities operated by and for the County."
Your Committee is in accord with the purpose and intent of Bill No. 113, as amended to Draft 2, and
recommends that it pass first reading.
