From Legislative Auditor Constance R. Kiriu, dated October 9, 2001. States that the Legislative Auditor's
Office is transmitting a document authorized by Council Resolution No. 49-O1 titled Independent
Evaluation of the Animal Control Program of the County of Hawaii by the National Animal
Control Association dated September, 2001 (including written responses from the Department of
Finance, Police Department, Corporation Counsel's Office, and Prosecuting Attorney's Office) for
the Council's review and action.
Comm. 376.1: HAWAII ISLAND HUMANE SOCIETY'S (HIHS) RESPONSE TO NACA EVALUATION

From Grayson Hashida, Executive Director, HIHS, dated October 10, 2001, to Legislative Auditor
Constance Kiriu. States that "The NACA evaluators have produced a thorough report that includes
a great deal of useful information for both the Hawaii Island Humane Society (I IIHS) and the
County. HIHS supports the vast majority of the report's recommendations, which form a blueprint
for astate-of--the-art animal control program however, fulfilling most of these recommendations
will require a dramatic increase in staffing and funding."
