Dear Mister Leningrad Elarionoff
On behalf of ow 32'000 members and supporters, we write to express our serious concern about the
SURTASS LFA Sonar testings of the United States Navy. Vlfe urge you to do whatever you can for the
passage of the mentioned resolution.
The SURTASS LFA program would introduce low-frequency acoustic signals that could potentially affect
marine life; and the protection of marine life is of great concern to the citizens of the County of Hawaii;
and the protection and preservation of the ocean and marine mammals that inhabit the oceans are of great
cultural and historical significance in Hawaii; and the scientific and environmental communities are
virtually unanimous in their opposition to the SURTASS LFA sonar progam because of its questionable
national security benefits and the hazards it presents to marine mammals; and according to the Navy's own
test results, the tests may have harmfiel effects on humans and marine mammals; and a healthy oceazj.
environment is an engine that drives Hawai'i's visitor-driven economy. Therefore be it resoh+ed by the
council of the county of Hawaii, that it hereby opposes the United States Navy's proposed deployment of
Surveillance Towed Array Sensor System (SURTASS) Low Frequency Active (LFA) sonar program unless

Be it further resolved that the Council requests that the National Marine Fisheries Service reject the USA
Department of the Navy's application for a Letter of Authorization to deploy SURTASS LFA.
