Navy's I~roposed Ceployment of Surv®illance ~ov~ed Array
Sensor System low Frequency a4ctiv® (Sl1R~ASS LFA) Sonar
I strongly urge the Council to approve Resolution 155 01 erothen they vote
on this most importan$ issue >3 January 2002. Ken Salcomb has
irrefutablo evidence that naval sonar operations caused the deaths of
mass stranding whales and a dolphin in the Sahamas. Resonance fregaaency
of cranial airspaces tearing apart delicate tissues around the brains and
ears was the major phenomena, not auditory impact alone, resulting in
cetacean fatalities.
Contrary to th®ir claims, the Navy cannot predict received levels of
acoustic dSs at any range and depth in real tune during sonar
transmissions. ~'he LFA transmissions havc much higher dSs and longer
range than the sonars used in the Sahatv~as naval operations. So, ImFA
potential for killing marine mammals is much gr®ater.
Factors affecting sound propagation in the ocean are both dynamic in time
and space regarding ocean water conditions; and complex regarding bottom
topography and rock/sedim®nt type. ,4~s th® LISA sound source is constantly
moving, the range and angle of incidence of the acoustic transmission on
the oc®an bottom is constantly changing. ~'h® complex bottom topography
around the a-lawai'ian Islands is particularly prone to acoustic
amplification and producing resonances lethal to merino rraarYlmals. Of
special concern are the ~-lumpback V16hales that breed and give birth In
liawai'ian waters and the nearly oxtinct Hawaiian Monk Seal.
