fDn behalf of our members and sug~portcxs, we would like to c,tpr~s our serious concerns about the
SURTASS LfA Sonar testings of the United Slates Navy. We urge you to fully suppore the above
mcneioncd resolution.
The SURTASS Lh'/1 pro~Ram would introduce low-frequency acoustic signals That could pots-nt.ially affect
marine life; and the protection of mr~rim: life is of ~cttt concern to the citi,.ens ot'the County of 1-lawai'i;
and ehe protection and prc,-scrvalion of the ocean and marine mammals that inhabit the t~ec°a.ns arc of ~~rc;al
euh.ural and historicalsigniticance in I-lawai'i. `I'ho scientific and environmental communities are virtually -
unanimous in their opposition to the SUR'1'l1SS LFA sonar prob~ram because ot'its questionable national
security Izenefits and the ha~lyds it presents to msrinc mamrrrals. According to the Navy's own test results,
the tests mtay have harmful effects on humans and marine rna.mmals; and a healthy ocean environment is an
engine that drives Hawai' is visitor-driven economy. Therefore be it itsolvcxi by the council of the cotmry of
Hawaii, th;tt it hereby opposes the United Stag, Navy's proposexl dLployment of Surveillance Towed
Array SCn$Or System (SU1ZT/1SS) Low Frequency Active (LPA) sonar pro~~ram unless and until cceotttifC
