September 12, 1989, submitting a bill to change the
district classification for 8.317 acres of land from an

district at Kalopa, Hamakua. Informs the Planning
Commission concurs with the Planning Director's denial
recommendation for reasons, as listed.

WHEN PROPERTY OWNER REQUESTS ADDITIONAL TIME
TO COMPLETE CONDITIONS
From Corporation Counsel Richard I. Miyamoto dated
September 11, 1989, responding to the question raised
at the Planning Committee's August 30, 1989 meeting, as
to whether or not Conditions may be added to an
ordinance to rezone property when the owner of the
subject property requests that the ordinance be amended
to allow more time within which to complete all of the
conditions imposed in the rezoning ordinance in
effect. Informs conditions may be added to the
ordinance, but that they should pertain only to factors
or subjects which relate to the issue of the extension
of time.
Comm. 887: KA'U COOPERATIVE RIVER BASIN STUDY
From Warren M. Lee, State Conservationist, U. S.
Department of Agriculture, Soil Conservation Service,
dated September 11, 1989, informing they will begin a
Cooperative River Sasin Study for the Ka'u area in
October 1989, which is being conducted under the
authority of Public Law 83-566 and is sponsored by the
County and the Ka'u Soil and Water Conservation
District. Further, they will be initiating an
environmental assessment of the study area and would
like to solicit expertise and assistance in determining
the profile of the existing conditions.

Comm. 902: DRAFT KEAHOLE TO KAILUA DEVELOPMENT PLAN
From Planning Director Duane Kanuha dated September 12,
1989, transmitting for information and review, copies
of the draft Keahole to Kailua Development Plan.
Informs the Planning Commission will be conducting
public informational meetings and hearings prior to
returning the plan to the Council for final
consideration.
