Dear Chairman Arakaki and Council Members:
It is my pleasure to inform you that I have nominated the following individuals to
the Hawaii County Cost of Government Commission. I do apologize for the
tardiness of my norm-nations. I humbly request that These nominations be waived
from committee and be taken up at the County Council meeting scheduled for
January 24, 2002.
C®unciil district 'i - Michael Barton is a 24-year resident of Hawaii.
Mr. 13artor~ is a self~employed licensed contractor {Barton Construction) and
rancher. He currently serves on the Board of Directors for the Laupaheohor
Train Museum and is a member of the North Hilo Community Council.
Mr. Barton states that he is not affiliated with any political party.
C®ut~oit Distriict 2 ~ >°rancis 1. f~acheco is a lifelong resident of Hawaii.
Mr. Pacheco, currently retired, is a former County police officer and meat
inspector for the State Department of Agriculture. He currently serves with- the
Hawaii Association of Conservation Districts, the Big Island resource
Conservation and Development (RC&D), the Waiakea Soil and Water
Conservation District ~SWCD). He also is a member of the Board of Trustees for
the Hilo Medical Center Foundation and is a rrrember of the Korean War
Veterans Association. Mr. Pacheco states that he is a member of the
Democratic Party.
C®~nci>E i~is$rict 3 Dennis M. Maedo is a 50-year resident of Hawaii and is a
retired teacher from the State Department of Education. Mr. Maedo has served
as president and vice president for the Waiakea Uka Kumiai. He is also active in
youth sports activities such as baseball, basketball and golf. Mr. Maedo states
that he is not affiliated with any political party.

Council District ~ -Rose Marie 1. Saclig is a lifelong resident of Hawaii.
Ms. Baclig was a former Legislative Assistant with the County of Hawaii. She
has served as vice chair for the County of Hawaii Liquor Adjudication Board.
Ms. Baclig states that she is not affiliated with any political party.
Council District 5 Denyse L. Temple is a 36-year resident of Hawaii. She is
currently the Administrative Assistant for the Pacific Regional Psychological
Association. In the past, she has served on the Ewa Beach Neighborhood Board
and as secretary for the Hilo Women's Club. Ms. Temple states that she is a
member of the Republican Party.
Council District 6 -Lloyd Van De Car is a lifelong resident of the State of
Hawaii and has resided in Hawaii County for the last 24 years. He was an
attorney for the Legal Aid Society for 14 years, and is now in private practice.
Mr. Van De Car does volunteer legal work representing indigent persons. He is
on the Board of Directors of the non-profit Hawaii Trends Research Institute, and
in the past has served on the board of the Bast Hawaii Cultural Center and Legal
Aid Society of Hawaii. Mr. Van De Car has just completed a term on the Hawaii
County Reapportionment Commission. He states that he is a member of the
Green Party.
Council ®istrict 7 -Dennis M. Ide is a lifelong resident of Hawaii and is
currently the Service Supervisor for B. Hayman Company. Mr. Ide presently
assists with Cub Scouts Pack 12, assists in Pony Baseball coaching and has
held office in the Pony Baseball League in the past. He also is a member of the
Daifukuji Church. Mr. Ide states that he is a member of the Democratic Party.
Council 1District 8 -Joel Gimpel is a 5'/z-year resident of Hawaii. Mr. Gimpel is
a retired attorney and was last employed by the Blue Cross and Blue Shield
Association as an Associate General Counsel. Mr. Gimpel is an accomplished
musician as well as a music teacher. He is a past director and secretary for the
Aloha Performing Arts Center. He currently serves as a trustee and secretary for
the Kona BETA Shalom Congregation. Mr. Gimpel states that he is not affiliated
with any political party.

Council ®istrict 9 _ J. Jay West is a 16-year resident of the Big Island and is the
owner and product level®per for Leak Creations. She also is the owner and
designer for Aries Graphic and Press. Ms. West served as the past vice
president and treasurer for the West Hawaii Arts Guild and past president and
vice president for the Waimea Community Theatre. She also is a member of the
Waimea Community Association, and Recycle Hawaii. Ms. West states that she
is not affiliated with any political party.
If approved, these individuals will serve a term to end 11 months after the
members are confirmed and sworn in.

RE: Communication No. 492 Nominating individuals to the Hawaii County
Cost of Government Commission.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
