9Pi9HEREAS, Section 10-11 of the County Charter requires that any contract, lease or other
obligation requiring payment of funds from the appropriations of a later fiscal year or more than one
fiscal year be approved by resolution; and
~hlER1EA~, the County of Hawaii desires to reduce flooding problems occurring within the
i~alai watershed basin in South Hilo; and
~iHEi~EAS the County of Hawaii wishes to enter into amulti-year cost sharing agreement
with the Department of Army for four (4) years for the I'alai Stream Feasibility Study; and

that the Mayor is hereby authorized to enter into a four (4) year cost sharing agreement for the f'alai
Strea}n Feasibility Study, and that sufficient funds be badgeted in future fiscal years to cover the
anticipated obligation of the County under the terms of the agreement.
