t!Vl~~R~AS~ Section 10-11 of the County Charter requires that any contract, lease or other
obligation requiring payment of funds from the appropriations of a later fisca! year or more than one
fiscal year be approved by resolution; and
~HI~I~~ASS the County of Hawaii desires to reduce flooding problems occurring within.the
Keopu and f-lienaloli watershed basins in North Kona; and
tdVlrf~I~~AS, the County of Hawaii wishes to enter into amulti-year cost sharing agreement
with the Department of Army for four (4) years for the Keopu-Hienaloli Streams feasibility Study; and

that the Mayor is hereby authorized to enter into a four (4) year cost sharing agreement for the
Keopu-Hienaloli Streams feasibility Study, and that sufficient funds be budgeted in future fiscal years
to cover the anticipated obligation of the County under the terms of the agreement.
