K. Kellogg Foundation. '(he H'~~~i iii ~ u! ; ~ Cl ~ Island cluster v.~as one of 5 selected from across the nation for this innovative grant, including r,lusters from Nebraska, Colorado, Virgin a and Texas. As the Kellogg Foundation described ~t, "Managing Information with Rural Ar„enca (MIRA) is a grantmaking initiative of ~OUr~ ;i:;~;~,_ . , Systems; Rural Development program area. It seeks to draw upon the reservoirs of strength, tenacity, and civic commitment +n rural communities and to help rural people use technology ielectronic comrnunicatrons and information systems) as a tool to meet current and fut:,re challenges " The Nawai' i Island MIRA Custer formed under the fiscal management o` the Big Island Resource Conservation and bevelopment Program (81RC&D), anon-profit organization based {n Hilo, Havdai' i, with teams representing the communrtres of: ~ Rural South Hilo ~ Honaunau Laupahoehoe ~ Ocedn View ~ Honomu ~ Na'alehulPahala ~ Ho' okena ~ Volcano ~ North & South Kona ~ Lower Puna The grant functioned m reverse of typical grants in that the Kellogg Foundation required a sexes of 6 daylong workshops, one-per month, to be completed before they accepted grant proposais from the individual learns. The Keilogg Foundation, vrith help from the Heartland Inst+tute established a listing of workshop themes ar,d potential presenters for the various tk,emes. The Kellogg Foundation funded the entire cost of the workshops n,clud;ng, the presenter's stipend, rent for the venue, and a luncheon. Team members t+me and travel cost avere not reimbursed. The teams were required to meet several criteria before becoming eligrble to submit a grant for consideration. These cntena induced ~ Teams of t0 members with 5 alternates ~ Attendance of at least 1 0 members to each of the workshops. Eight of the teams met these criteria, applied for and received a grant to fund the+r project. The Kona MIRA Team focused on the County General Pfan, which was up for its mandated I 0-year review without funding allocated to tarry-out review process. PURPaSE. The purpose of [he Kona MIRA Team's grant was to prov+de broad community Input rni the aspects of the General Plan, and other aspec[s of life on the Island Of Hdwdi ~ I particularly in Kona. h1ETHODOLOGI^ The Team developed a survey instrument after review of similar documents from the municipalities of Paulo Alto, California. Lancaster County, Pennsylvania; and Calvert County, Maryland.
