Dear Councilman Elarionoff:
Re: Comm. 482 -Resolution Au.thorizing~ the Acceptance of a
Donation of Real Property From Kikuyo Kanemoto
Tax Map Ke~(3)2-3-019:018 (Res. 164-02)
Due to prior commitments, I regret that I am unable to attend the meeting of the
Committee on Public Works and Intergovernmental Relations to be held on January 23, 2002, to
answer any questions regarding Resolution 164-02. Let me try to provide a background which
will hopefully answer questions which the committee may have on this resolution.
The resolution is authorizing the acceptance of the donation of real property from Kikuyo
Kanemoto. The property is located on Kapiolani Street within the Alenaio streambed. The
entire frontage of the property sit within the streambed and there is no access to it from Kapiolani
Street. A small portion of the property to the rear/mauka is above the streambed, however, is not
accessible from Kapiolani Street and is of no value to Mrs. Kanemoto.
Mrs. Kanemoto recently suffered a stroke and her children are attending to her affairs.
They inspected this property and being that they are unable to do anything with the property, no
longer wish to pay taxes on the property, which Mrs. Kanemoto had been paying up until this
year. This property should probably have been condemned during the original work on the
Alenaio Stream. However, the Army Corps of Engineer were responsible for identifying
properties which would be condemned in this process and this property was not condemned at
that point in time.

The Department of Public Works has also agreed that the County should accept this
property as part of the Alenaio Stream flood project. Mrs. Kanemoto has graciously agreed to
donate this property at no cost to the County. We therefore recommend acceptance of this
property. Thank you for your consideration of this matter. Should you have any further
questions, I will be able to answer them at the next Council meeting.
