Enclosed. is a bill for an ordinance amending the Operating Budget by
appropriating a $24,000 Alcohol Reconstructionist Grant. The State Department
of Transportation Public Affairs Office -Safe Community Program is providing
these funds to hire a traffic crash reconstruction expert who will assist in at least
twelve fatal collision investigations. This will improve the required information
submitted to the State Department of Transportation's Fatal Analysis Reporting
System.

Dear Chief Correa:
inclosed for your action is a copy of the approved highway safety reimbursement
project No. PT02-01 (01-H-01), entitled "HCPD Reconstructionist." A total of
$24,000.00 has been obligated to the project.
This grant funds are to be used to improve fatal investigations and information provided
to the state Department of Transportation Fatal Analysis Reporting System.
Progress reports must be submitted quarterly within 15 days (ending May, August and
November) and a final report must be submitted within thirty days of the end of the
grant period. Reimbursement claims must be submitted in accordance with the
agreement (monthly or quarterly) by the 20th of the month following the claim period.
A claim must be submitted even if no expenditures were made.
The project is subject to the audit requirements of the Office of Management and
budget (OMl3) A-133, Audit of State/Local Government &Non-Profit Organizations.
Note that the Department/Program Number and Title with which this project should be
associated in the Schedule of Federal Assistance should be associated in the Schedule of
Federal Assistance Programs section of your single agency audit report are: Department
of Transportation/20.600 -State and Community Highway Safety Program. A copy of
all audit reports covering the grant period must be sent to the Public Affairs Office-Safe
Community Program.

The Hawaii County Police Department is submitting the following project applications
for I-Iighway Safety Reimbursement Grants:
• Alcohol Reconstructionist
• In-Car Video Purchase
• Pedestrian Training
• Roadblock Program
• Speed Enforcement
These grants will provide our Department with the overtime funding to conduct D.U.I.
checkpoints and speed enforcement. Equipment will be purchased to improve our D.U.I.
and aggressive driving investigations and training will be provided to increase pedestrian
safety.
