Enclosed is a bill for an ordinance amending the Operating Budget by
appropriating a $37,618 HCPD In-Car Video Equipment Grant. The State
Department of Transportation Public Affairs Office -Safe Community Program is
providing these funds to purchase seven (7) in-car video systems and radars.
The goal is to reduce alcohol and speed related fatalities and injuries and to
provide a constant deterrent against drunk and aggressive driving.

Dear Chief Correa:
Enclosed for your action is a copy of the approved l~aighway safety reimbursement
project No. AL02-02 (02-H-O1), entitled "HCPD T~-Car Video Equipment." A total of
$37,618.00 has been obligated to the project.
This grant funds are to be used to reduce alcohol anal speed related traffic fatalities and
injuries and to provide a constant deterrence against drunk and aggressive driving.
Progress reports must be submitted quarterly within 15 days (ending May, August and
November) and a fans! report must be submitted within thirty days of the end of the
grant period. Reimbursement claims must be submitted in accordance with the
agreement (monthly or quarterly) by the 20th of the month following the claim period.
A claim must be submitted even if no expenditures were made.
The project is subject to the audit requirements of tlae Office of Management and
Budget (OMB) A-133, Audit of State/Local Government &Non-Profit Organizations.
Note that the 17epartment/Program Number and Title with which this project should be
associated in the Schedule of Federal Assistance should be associated in the Schedule of
Federal Assistance Programs section of your single agency audit report are: Department
of Transportation/20.600 -State and Community highway Safety Program. A copy of
all audit reports covering the grant period must be sank to the Public Affairs Office-Safe
Community Program.

MISSION/GOAL:
Reduce alcohol and speed related fatalities and injuries and to provide a constant
deterrent against drunk and aggressive driving.
STRATEGIES:
• Purchase seven (7) in-car video systems with grant funds.
• Use other funds to purchase seven (7) radar systems to use with the in car video
systems.
Implement 100 DUI arrests and submit video tape recordings as evidence in these
DUI cases.
• 10% of the TEU speed citations shall be related to aggressive or reckless driving
and video recordings shall be submitted as evidence in aggressive or reckless
driving investigations.
SOLUTION/IMPLEMENTATION:
• Purchase in car-video systems and radars.
Submit video tape recordings as evidence in at least 100 DUI investigations and
aggressive or reckless driving investigations.
• Issue aggressive and/or reckless driving related citations.
EVALUATION:
• Reduce speed-related traffic fatalities by 5%.
TASKS:
• Purchase in-car video systems and radars.
• Use equipment to submit video tape recordings as evidence in DUI and aggressive
and/or reckless driving investigations.

for Highway Safety Reimbursement Grants:

In-Car Video Purchase
• Pedestrian firaining
• Roadblock Program

These grants will provide our Department with the overtime funding to conduct D.U.I.
checkpoints and speed enforcement. Equipment ~e~ill be purchased to improve our D.U.I.
and aggressive driving investigations and training will be provided to increase pedestrian
safety.
