Members of the County Council Hawaii County Council C ~y 25 Aupuni Street Hilo, Hawaii 96720 Re: Capital Budget Enclosed is a bill for an ordinance adding the Ahalanui/Pohoiki Bay Park Improvements Project for $1,071,235 to the Capital Budget. This project will include the construction of infrastructure, pavilions, picnic facilities, restrooms, parking facilities, pedestrian pathways, and other beach park facilities. The Ahalanui and Pohoiki Bay areas serve as the replacement park sites to the Kaimu-Kalapana area recreational facilities which were destroyed by the Kilauea lava flow. REQUEST: CIP appropriation ($1,071,235), entitled Ahalanui/Pohoiki Bay Park Improvements, to undertake the construction of infrastructure, pavilions, picnic facilities, restrooms, parking facilities, pedestrian pathways, and other beach park facilities. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Kilauea eruption destroyed the County's recreational facilities in the Kaimu- Kalapana area. To replace these facilities, the County purchased land in the Ahalanui and Pohoiki areas to develop as replacement park sites. Improvements to the Ahalanui site are on-going. Development plans for the Pohoiki Bay site are being finalized and construction bids will be sought based on the availability of funds. Funding sources include unencumbered funds from the Pohoiki Park (Ord. No. 99-71) and Ahalanui/Pohoiki Park Development (Ord. No. 00-33) appropriations totaling $407,972.00 that would otherwise lapse on 6/30/02, and other unencumbered CIP funds. SIGNED: DATE: j ~ `Zi De ent Head
