The HCHA reviewed and approved the ordinance at its meeting on January 23, 2002, and voted as follows: AYES: J. Arakaki, L. Elarionoff, J. Jacobson, B. Leithead-Todd, N. Pisicchio, J. Tyler, III, G. THE STATE OF HA~TAI' I TO THE COUNTY Off' HA~nTAI' I . WHEREAS, the Housing and Community Development Corporation of Hawaii (~~HCDCH") and the Counties of Hawaii, Kauai, and Maui administer the Section 8 Housing Choice Voucher Program on the neighbor islands; and WHEREAS, pursuant to the ~~Report to the Twentieth State Legislature Relating to Duplication of Government Services, Act 223, SLH 1998", there is a duplication of efforts between the State and the Counties in the administration of the Section 8 Housing Choice Voucher Program on the neighbor islands; and WHEREAS, due to the relatively small size of the State's neighbor island voucher program as compared to the neighbor island counties, the Section 8 Housing Choice Voucher Program could be more efficiently administered if the respective county public housing agencies became the sole operators of the voucher program; and WHEREAS, on March 20, 2001, the Board of Directors of HCDCH adopted Resolution No. 056 authorizing the cancellation and transfer of Section 8 Housing Choice Voucher contracts to the Counties of Hawaii, Maui, and Kauai subject to the approval of 1135ht1w the respective counties and the U.S. Department of Housing and Urban Development ("HUD"); and WHEREAS, the Hawaii County Housing Agency ("HCHA") wishes to accept the transfer of Section 8 Rental Housing Vouchers from the State of Hawaii; and WHEREAS, the United States of America ("Government"), through HUD, may require the Section 8 Annual Contributions Contract ("ACCs") be amended to reflect the transfer of Section 8 Rental Housing Vouchers. NOW, THEREFORE, BE IT RESOLVED BY THE HAWAII COUNTY HOUSING AGENCY AS FOLLOWS: 1. That the Mayor or Acting Mayor is hereby authorized and directed to execute the agreements and/or other required documents with the United States Department of Housing and Urban Development, and the Housing Administrator or Assistant Housing Administrator is hereby authorized to forward such executed agreements to HUD together with such other documents evidencing the approval and authorizing the execution thereof as may be required by HUD. 2. That the Mayor or Acting Mayor is hereby authorized and directed to execute the necessary documents and agreements to implement the transfer of Section 8 Rental Housing Vouchers from the State of Hawaii to the County of Hawaii. 1135nt1w 3.
