Comments; TO A!I Members of the Hawaii County Council
I would like to submit to every member of the Hawaii County Council for the record a copy of my
testimony.
On January 8, 2002 I testified before the Hawaii County Council on the Resolution 160-02. This
resolution supports good faith negotiations between the Hale Anuenue Admin and
Representatives of ILWU Local 14.2 to resolve the remaining issues in their contract negotiations.
Ms. Pisicc~hio, Chair and members of the t-lawaii County Council, my name is Leroy Simms Jr.
am a Health and Physical Educatson Teacher at Hilo l°iigh School, a member of the Hawaii State
Teachers Assocation and State chair for the Association's Government Relations Committee.
came toda~R to speak in support of resolution no.160a02. As a member of a labor organization,
firmly believe in collective bargaining and for the ability of workers to have the right to negotiate a
contract. Teachers as public ~:mployees have been given the right to negotiate with the State of
Flawii through the Collective Bargaining Laws. We believe that the employees of Flale Anuenue
who are members of the ILWU should also be able to -have the ability to negotiate with their
employers, on any labor dispute.
Failing to come up with a settlement, the parties have options to exercise in their efforts to
achieve a settlement, one of the options is being mediation. But before the parties move to thafi
arena, at the lowest level, both sides must be willing to bargain in good faith. And that is why we
are testfyirsg in support of this r~;solution and ask that the Council encourage the parties to
continue to bargain in good #aith. I urge your support of this Resolution 160-02.
