SUBJECT: QUARTERLY REPORT (October 1 -December 31, 2001)
INTEGRATED SOLID WASTE MANAGEMENT PLAN
Attached is a quarterly report from our Consultants. As indicated in, and to elaborate on their report,
the original Solid Waste Advisory Committee (SWAG) was disbanded and a new committee composed
of the nine members of the Environmental Management Commission was formed. This was felt to be
a necessary action as the original SWAG was too large and virtually no progress was being made in the
development of revisions to our Integrated Solid Waste Management Plan.
Unfortunately, by organizing a new committee, some backtracking did occur. However, significant
amounts of progress have been made and we hope to have all committee work completed by next
February.

Dear Mr. Kuba:
This letter reports our progress towards the updating of the County of Hawaii Integrated Solid Waste
Management Plan during the period from October 1 to December 31, 2001. This report is provided for
your use in responding to the Energy Coordinator, Hawaii County Department of Research and
Development.
During the subject period October 1 through December 31, 2001, the contractor, Harding ESE:
1. Conducted three meetings of the Solid Waste Advisory Committee (SWAG) to develop and
evaluate alternatives for managing the island's solid waste. Before the October meeting, the
SWAG was reconstituted to include the members of the Hawaii County Environmental
Management Commission.
2. Continued researching current conditions in the county that relate to solid waste management to
document and provide the SWAG with the background to discuss solid waste issues and develop
comprehensive plans for the island. The results of the research will be made available to the
SWAG as the planning proceeds and will be incorporated into the plan that will be produced at
the end of the ISWMP process.
3. Provided information. eneineerine analyses, and cost estimates for alternatives that the SWAG
may wish to consider for implementation in the county. Contacted vendors of various waste
management tecluiologies for specific information with which to evaluate and compare
alternatives. This task includes preparation of briefing papers about issues on the agenda of
SWAG meetings, reports of implementation elsewhere, discussions of resource requirements, etc.
