Your Committee on Finance, to which was referred Communication No. 443, reports as follows:
Communication No. 443, transmitted by Mayor Harry Kim, dated December 7, 2001, re-
nominates Ms. Natalie Flattes of Council District 2 to serve on the Hawaii County Fire
Commission.
According to Communication No. 443, Ms. Natalie Flattes, a lifetime resident of Hawaii, is
employed by I3orthwick Hawaii Funeral Home as a funeral assistant. She has demonstrated
integrity, diligence, and competence during her service on this commission, which expires on
December 31, 2001. A member of the Democratic Party, she will serve a term to end
December 31, 2006.
Pursuant to Article VI, Chapter 4, Section 6-4.5, Hawaii County Charter, there shall be a fire
commission, which shall consist of nine members...appointed by the mayor and confirmed by
the council in the manner prescribed in Section 13-4.
Article XIII, Chapter 2, Section 13-4(c), Hawai`i County Charter, states that members of any
board or commission initially appointed for a term of one year and two years shall be eligible to
succeed theynselves for an additional term.
Committee Members expressed concerns relating to expiration of Ms. Flattes term because the
Fire Commission met after Ms. Flattes' term expired on December 31, 2001. Mr. ~~endell
Hatada infon~ed that Article XIII, Chapter 2, Section 13-4(d), Hawai`i County Charter, allows a
member to continue to serve for ninety days or until a successor is appointed and confirmed.
Your Committee on Finance recommends the confirmation of the re-appointment of
Ms. Natalie Flattes to serve on the Hawaii County Fire Commission.
