Your Committee on Finance. to which was referred Communication No. 461, reports as follows:
Communication No. 461, transmitted by Mayor Harry Kim, dated December 17, 2001,
nominates Mr. Kelly Y. Kurakazu and Mr. George Gauthier to the Hawaii County Liquor
Commission.
Council District 4 - A lifetime resident of Hawaii, Mr. Kelly Y. Kurakazu currently serves on
the Hawaii County Liquor Commission. His current term expires on December 31, 2001.
According to Mayor Kim, Mr. Kurakazu has demonstrated integrity, diligence, and competence
during his service on this commission. Of no political party affiliation, he will serve a term to
end December 31, 2006.
Council District 9 - A resident of Hawaii for four years, Mr. George Gauthier is currently a
business agent for the ILWU. Mr. Gauthier is a member of the Hawaii Food Bank and a former
bartender with the Mauna Kea Beach Resort. Of no political party affiliation, he will serve a
term to end December 31, 2005.
Pursuant to Article VII, Chapter 3, Section 7-3.2, Hawaii County Charter, there shall be a liquor
commission consisting of nine members who shall be appointed by the mayor and confirmed by
the council.
Article XIIL Chapter 2, Section 13-4(c), Hawai`i County Charter, states that members of any
board or commission initially appointed for a term of one year and two years shall be eligible to
succeed themselves for an additional term.
Your Committee on Finance recommends the confirmation of the re-appointment of
Mr. Kelly Y. Kurakazu and the confirmation of Mr. George Gauthier to the Hawaii County
Liquor Commission.
