Council Chair and Members Hawaii County Council IJilo. Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 146, reports as follows: Bill No. 146, transmitted by Director of Finance William Takaba, via Communication No. 437, dated November 27, 2001, amends Ordinance No. 01-56, as amended, the Capital Budget, ending June 30, 2002, by adding the following project: PARKS AND RECREATION: Miloli`i Beach Park Improvements 1 ]0-599-5597.87 $66,846 Funds for this project shall be provided from general obligation bonds, capital projects fund-fund balance and/or other sources. Funds will be used to bring the park's restroom up to current building code, health regulations, and accessibility requirements for upgrading of camping, picnicking, accessibility, and parking facilities, infrastructure upgrading, and renovation of the former restroom building. Lapsed funds from the prior appropriation will be used to fund this reappropriation. A State Department of Health grant for wastewater system upgrading will also be used to supplement this reappropriation. Your Committee heard testimony in opposition to the measure from Mr. Norman Olesen, former Executive Assistant and American Disabilities Act (ADA) coordinator, expressing his concern that the aforementioned project is not on the ADA compliance project Schedule 1 list, which is part of a federal ruling to accomplish more than 220 ADA projects in ten years time. The Department of Parks and Recreation informed Your Committee during its discussion that this improvement was specified in a 1999 bond float. Some members of Your Committee were concerned with Mr. Norman Olesen's testimony and requested a legal opinion from the Office of the Corporation Counsel prior to the next Council meeting. Your Committee on Finance is in accord with the purpose and intent of Bill No. 146 and recommends it pass first reading. smc nvrs NoFS a&E Ex Respectfully submitted CHUNC X PlslccHlo x COMMITTEE ON FINANCE A RA 1{A IC I a( ELARIONOFF X JACOI$SON X LEITHEAD-TODD X SAFARIK x AARON S.Y.
