Council Chair and Members Havvai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 147, reports as follows: Bill No. 147, transmitted by Director of Finance William Takaba, via Communication No. 438, dated November 27, 2001, amends Ordinance No. 01-56, as amended, the Capital Budget, ending June 30, 2002, by adding the following project: PARKS AND RECREAITON: Waimea Senior Center Renovations 1 10-599-5594.44 $16,055 Funds for this project shall be provided from general obligation bonds, capital projects fund-fund balance and/or other sources. Funds will be used for repairs and renovations to bring it up to current building code, health regulations, and accessibility requirements.. Lapsed funds from the prior appropriation will be used to fund this reappropriation. The Senior Center is situated on the former Waimea courthouse site which was turned over to the County Uy Executive Order No. 3818 on June 6, 2000 for elderly activities programs, public service, and cultural activities. Your Committee heard testimony in opposition to the measure from Mr. Norman Olesen, former Executive Assistant and American Disabilities Act (ADA) coordinator, expressing his concern that the aforementioned project is not on the ADA compliance project Schedule 1 list, which is part of a federal ruling to accomplish more than 220 ADA projects in ten years time. The Department of Parks and Recreation informed Your Committee during its discussion that this improvement was specified in a 1999 bond float. Some members of Your Committee were concerned with Mr. Norman Olesen's testimony and requested a legal opinion from the Office of the Corporation Counsel prior to the next Council meeting. For informational purposes, Mr. Tyler voted kanalua then yes.
