Your Committee on Planning, to which was referred Communication No. 463 transmitted by
Mayor Harry Kim dated December 19, 2001, reports as follows:
Communication No. 463 recommends the appointment of the following individual to the Hawaii
County Board of Appeals:
Mr. Anson Chong, a Democrat, will fill a vacant position. He will be representing
Council District 6, and serving a term to expire on December 31, 2006.
Mr. Chong, a lifelong resident of Hawaii, is currently an adjunct lecturer with the
University of Hawaii. He isalso asemi-retired planner who is active in the Fern Forest
Hui (Community Association), the United Nations Association of the USA -Hawaii, and
is currently the Secretary/Treasurer for the Americans United for Separation of Church
and State, Hawaii Chapter.
Pursuant to Section 5-6.3 of the Hawaii County Charter, the mayor shall appoint members of the
Board of Appeals to be confirmed by the Council, as prescribed in Section 13-4 of the Ilawaii
County Charter.
With the appointment of Mr. Chong, the Board of Appeals now consists of six members. The
other members are: Wayne Easley (12-31-02), Alfred Franco (12-31-02), Evarts Fox (12-31-04),
Gerald Yamada (12-31-04) and John Joseph Langenstein (12-31-OS). The position to replace
Harold Tanouye whose term expired on December 31, 2001, remains open.
When questioned by Committee Member Curtis Tyler as to what "semi-retired former planner"
means, Mr. Chong replied "Two things, one, when I was in the Senate, basically, that's all we ~~aid
for all those years. But substantively, I was appointed Executive Director of the Economic
Development Authority in the Federated States of Micronesia in mid-80's..."

When questioned by Your Chair if he is a planning consultant in Hawaii, Mr. Chong replied that
he was employed as a consultant in New York, but not on the Big Island.
Your Committee on Planning recommends the approval of the appointment of Mr. Anson Chong
to the Hawaii County Board of Appeals.
