Your Committee on Planning, to which was referred Communication No. 464 transmitted by Mayor Harry Kim
dated December 19,2001, reports as follows:
Communication No. 464 recommends the appointment of the following individual to the Hawaii County Water
Board (formerly known as the Water Commission) to serve a term ending on December 31, 2006:
Mr. Ivan Mochida, of no political affiliation, is a lifelong resident of Hawaii who will be replacing Glenn
Kuwaye of Council District 4 whose term expired on December 31, 2001.
He is aself-employed General Contractor and presently is a member of the Kanoelehua Industrial Area
Association, serves as a director and golf chairman for the Japanese Chamber of Commerce and Industry of
Hawaii.
Pursuant to Section 8-2, Hawaii County Charter, the mayor shall appoint members to the Water Board to be
confirmed by the Council.
Mr. Mochida explained that he is aware of some of the problems people have with their drinking water, especially
catchment system problems. He also explained that he preferred to serve on the Water Board or the Liquor
Commission because he has a friend on the board.
Committee Member Aaron Chung stated that the County Water Board is one of most important commissions, and
felt that Ivan was best equipped to serve on this board.
In response to questions posed by Your Chair, Mr. Mochida explained that he has not done any jobs for the
Department of ,`'ater Supply, though he did subcontractor work for GW Contracting; and he would abstain from
voting on anything if there were a conflict of interest.
Your Committee on Planning recommends the approval of the appointment of Mr. Ivan Mochida to the Hawaii
County Water Board.
