KITH AND KALIKO CHUN TO THE HAWAII COUNTY SALARY COMMISSION From Mayor Harry Kim, dated January 23, 2002, submitting for confirmation the following appointments to the Hawaii County Salary Commission: Mr. Gerald M. Kita, of Council District 4, is a 36-year resident of Hawaii and a former Chairman of the I-Iawai`i County Salary Commission. He is eligible to serve on this commission again, as it has been over two years since his last term expired (Section 13-4(b), Hawai`i County Charter). Mr. Kita is a Public Housing Supervisor for the State of Hawai`i's Housing Program. A member of the Democratic Party, if confirmed, he will serve a term to expire on December 31, 2006, replacing Mark Nakashima. Ms. Kaliko Chur, of Council District 7, is a lifelong resident of Hawaii currently doing part-time multiple duties for her family business, Burge, Inc. Not affiliated with any political party, if confirmed, she will serve a term to expire on December 31, 2006, replacing Rodney Watanabe. Comm. 500: APPOINTMENT OF JAMES U.C. LOW TO THE HAWAII COUNTY TAX BOARD OF REVIEW From Mayor Harry Kim, dated January 23, 2002, submitting for confirmation the appointment of Mr. James U.C. Low of Council District 3 to the Hawaii County Tax Board of Review. A lifelong resident of Hawaii, he is the retired General Manager of the Sun Sun Lau Restaurant. Not affiliated with any political party, if conferred, he will serve a term to expire on December 31, 2006, replacing Brian Nakashima. Comm. 462: POST-AUDIT REPORT OF THE COUNTY OF HAWAII, FISCAL YEAR ENDED JUNE 30 2001 From Legislative Auditor Constance Kiriu, dated December 20, 2001, submitting., the post-audit Financial Audit Report of the County of Hawai 'i for the Fiscal Year ended June 30, 2001, and Management Letter dated October 26, 2001, as prepared by KPMG LLP, which satisfies the requirement of § 10-13, Hawaii County Charter, relating to the responsibility of the Council to conduct an annual independent audit of the accounts and other evidences of financial transactions of the county and of every county agency and executive agency. Comm. 504: SINGLE AUDIT REPORT FOR FISCAL YEAR ENDING JUNE 30 2001 From Legislative Auditor Constance Kiriu, dated January 24, 2002, transmitting the above report which was prepared by KPMG, LLP as part of the Council's overall audit contract, prepared for federal awarded programs to meet reporting and auditing requirements. Comm. 494: AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, TIIE (Bill 164) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by appropriating a $792 HCPD Pedestrian Safety Grant) _ From Finance Director William Takaba, dated January 16, 2002, transmitting the above bill. The State Department of Transportation Public Affairs Office -Safe Community Program is providing these funds to increase pedestrian safety in the 20 school zones by conducting training for school crossing guards and senior citizens. FC-27 Page 3 February 5, 2002 Comm. 495: AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, TI IE (Bi':1 165) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by appropriating an additional $375 into the Speed Enforcement Program) From Finance Director 4,~Jilliam Takaha, dated January 16, 2002, transmitting the above bill. The State of Hawaii Department of Transportation Public Affairs Office - Safe Community Program had earlier provided this grant to reduce speed in related motor vehicle traffic fatalities and on highway usage. This bill will increase the amount to $33,375. Comm. 496: AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, TIIE (Bi€.1 166) OPERATING BUDGET FOR TIDE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNF, 30, 2002 (by appropriating a $24,000 Alcohol Reconstructionist Grant) From Finance Director William Takaha, dated January 16, 2002, transmitting the above bill. The State of Hawaii Department of Transportation Public Affairs Office - Safe Community Program. is providing these funds to hire a traffic crash reconstruction expert evho will assist in at least twelve fatal collision investigations. Comm. 497: AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, T~~IE (Bill 167) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by appropriating a $37,618 HCPD In-Car Vidro Equipment Grant) From Finance Director William Takaha, dated January 16, 2002, transmitting the above bill. The State of Hawaii Department of Transportation Public Affairs Office - Safe Community Program is providing these funds to purchase seven (7) in-car video systems and radars. The goal is to reduce alcohol and speed related fatalities and injuries and to provide a constant deterrent against drunk and aggressive driving. Comm. 502: AN ORDINANCE AMENDING ORDINANCE NO. 01-56, AS AMENDED, (Bill 168) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING TI-IEREOF FOR THE FISCAL YEAR JULY 1, 2002 TO JUNE 30, 2002 (adds the Ahalanui/Pohoiki Bay Park Improvements Project for $1,071,235 to the Capital Budget) From Finance Director Bill Takaha, dated January 16, 2002, transmitting the above bill. The project will include the construction of infrastructure, pavilions, picnic facilities, restrooms, parking facilities, pedestrian pathways and other beach park facilities. The Ahalanui and Pohoiki Bay areas serve as the replacement park sites to the Kaimu-Kalapana area recreational facilities which were destroyed by the Kilauea lava flow.
