Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 167-02, reports as follows: Resolution No. 167-02, transmitted by Director of Finance William Takaba, via Communication No. 485, dated January 7, 2002, authorizes the Finance Director of the County of Hawaii to sell county office spaces within the Hilo Lagoon Centre. Resolution No. 167-02 proposes to sell county office space within the Hilo Lagoon Centre at a public auction. Through an independent appraisal, the assessed values of these properties total $894,620. The County pays $44,295 annually in common area maintenance (CAM) fee. With the opening of the Aupuni Center (former JC Penney building) and the relocation of the County offices into that building, the office spaces currently utilized by the Office of the Corporation Counsel, Aging, and the Department of Civil Service are no longer needed. Pursuant to Section 2-111, Hawaii County Code, the Council of the County of Hawaii, may by resolution, as approved by a majority of its members, direct the finance director to dispose of real property in fec simple. Director of Finance William Takaba made an amendment to his letter dated January 7, 2002 to correct the amount the County pays annually in common area maintenance (CAM) fees from $44,295 to $63,107. Several members of Your Committee felt that the County should lease the aforementioned office spaces since real estate market is down, and wait until market prices go up to sell. CHUNG, CHAIR TYLER X FC REPORT N~ 178 YAGONG X ADOPTED: ~2 COMMITTEE ON FINANCE REPORT 178 (AMENDED) By motion duly made and seconded, the County Council amended Finance Committee Report 178 with the following changes: 1) Deletions/insertions were made in Paragraph Number 3: "Resolution l 67-02 proposes to sell county off ce space within the Hilo Lagoon Centre [at a] ~ public auction after the ups t. values have.- been established by an independent appraisal. [Through an independent appraisal,] T[t]he assessed values of these properties total $894,620." The incorporated amendment shall read as follows: "Resolution 167-02 proposes to sell county office space ~,l~ithin the Hilo Lagoon Centre by public auction after the upset values have been establisl°ned by an independent appraisal. The assessed values of these properties total $894,260." Finance Committee Report 178, as amended, was adopted by the following voice vote: AYES:Councilmembers Chung, Elarionoff, Jacobson, Leithead-Todd, Pisicchio, Safarik, Tyler, Yagong, and Chairman Arakaki - 9.
