TESTIMONY ON SHIPMAN ZONING REQUEST FOR GATEWAY
SHOPPING MALL
To: Chairperson Arakaki ~ Council Members of Hawaii County Council
I am Loney Mae Scott, president of the Ola'a Kea'au Historical Society.
Our Society works to maintain and foster an attractive Kea'au Village. Instead of
strip mall commercial development we would like to see village type development
that is pedestrian friendly and a mixed use of commercial and residential. Since
Shipman is proposing to eventually do residential development, it would be far
better to build instead of a strip mall a new main street with a village green . Or
do something like Kings Shopping in Waikoioa Resort area where sidewalks are
between the shops and parking is outside.
To further pedestrian access we would like to see the connector road have a
bicycle lane and pedestrian walk way, perhaps 8 foot width that would also
accommodate horse ~ buggy. (There is a local business interested in providing
that service.) Our goal is to promote eomrnunity and tie old Kea' au village and
Gateway Center together rather than separating them.
Also in the proposed area there are. small parcels of old I-Iawaiian forest.
We would like saved as much as possible and some of that incorporated into an
attractive park for shoppers to rest, families to picnic, or children a place to
play.
