We propose the creation of an agricultural land trust and/or other devices to preserve these valuable Shipman agricultural lands: mow can we help Shipman ~a other landowners meet the rising costs of land ownership without 'resorting" to the old land- use choices that contribute to sasburban sprawl? 9. We ask the Council for a full econoYnic assessment of Gateway's strip mall-housing sprawl on increasing inflationary infrastraacture ...A1vD use of fossil fuels in expanded coYnonutes ...including T'rUE & `T®TAL long-term costs. 10. We ask that the Council fully address the social services costs each time we lose the shared resources of cohesive village-style communities and kid eider friendly mom & pop stores. 1ZEAL communities prevent crime ~i social decay. 11. We ask the County to assess the true cost of sprawl on Hilo 8c Keaau as decaying town centers, and the viability of revitalizing BOTH existing communities and shopping areas for the benefit of residents and tourists.
