I am a small Hilo businessman. I have to take exception <br /> to your voting "yes" on taxpayer funding of an Irradiation Facility. <br /> Your "yes" vote clearly intends on placing the taxpayers of Hawaii <br /> County in the Irradiation business. By voting "yes" on designing and planning <br /> this Irradiation Facility, you clearly put the taxpayers of the County of Hawaii <br /> in the "care, custody and control" of this facility. This will remain so regardless <br /> rf the project is later partnered or sold. This is an awesome legacy. <br /> One of the key tenets of business life is accountability. This <br /> accountability starts in the planning process. The cornerstones of this <br /> planning process area business plan, a marketing plan and a financing plan. <br /> I understand the Mayor wants the last without the first two. Do you? These <br /> planning phases are critical risk management phases. Who is to be <br /> accountable for this Irradiation Facility? The Mayot? By your vote the County <br /> of Hawaii taxpayers will be. Risky business. <br /> By not properly undertaking the initial critical "green-light" phase of this <br /> proposed Irradiation Facility in a "business-like manner," are you being <br /> negligent on behalf of the taxpayers of Hawaii County? Does the archetypal <br /> accountable "prudent man" of business act like this? I feel it's prudent that <br /> the County of Hawaii should not be in the business of the Irradiation Facility <br /> business. If private enterprise wants to irradiate let them propose the cobalt. <br /> I am not an eco-terrorist. I am not a naysayer. I am concerned. I have <br /> personally had property with hazardous waste removal. The Irradiation <br /> Facility has the potential of being a hazardous waste site. Who will be <br /> accountable? Isomedix with their $75,000 dollar insurance cap? You? <br /> Irradiation Facility users by a pro-rated formula? Your vote "yes" says the <br /> taxpayers of the County of Hawaii will be. That's not just green papaya. <br /> Why did Mayor Yamashiro wait to bring this Irradiation Facility forward in <br /> his final term? If he had brought it forward at any time in his first term do you <br /> think he would have been reelected? Reelection is not the Mayor's fruit fly <br /> problem.
