Comm. 506: MAYOR HARRY KIM'S REQUEST TO ADDRESS THE FINANCE COMMITTEE From Mayor Harry Kim, dated January 30, 2002, requesting to talk to the Committee on Finance about some of the budget challenges the County is facing as the County budget for the Fiscal Year 2002-2003 is being finalized. Comm. 509: REPORT OF LAVA VIEWING PROGRAM AT KALAPANA From Mayor Harry Kim, dated February 3, 2002, informing the Committee that the lava has stopped flowing into the ocean at Kalapana and is exclusively flowing on National Park land. The Kalapana Lava Viewing Program is impacted because there is no longer lava to view at the County's site. Notes scientists' recommendation in the matter. FC-28 Page 2 February 20, 2002 Comm. 51 1: AN ORDINANCE AMENDING ORDINANCE NO. 01-56, AS AMENDED, (Bill 173) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2001 TO JUNE 30, 2002 (by adding the ADA Curb Ramp Compliance Program, Phase II project, bY$1,700,000) From Finance Director William Takaba, dated February 1, 2002, transmitting the above bill. This project will include replacement of existing nonconforming curb ramps with curb ramps that meet ADA standards. Comm. 512: ACCEPTANCE OF DONATIONS - $50 FROM THE LEHUA JAYCEES FOR THE HAWAII COUNTY BAND AND AN ELECTRIC STOVE (VALUED AT $717.68) AND KITCHEN SUPPLIES (VALUED AT $300) FROM THE WAINAKU- KAIWIKI COMMUNITY ASSOCIATION FOR THE WAINAKU GYM From Finance Director William Takaba, dated February 6, 2002, requesting the Council's approval of the above-described donation. Comm. 514: AN ORDINANCE TO AMEND ORDINANCE NO. Ol -55, AS AMENDED, THE (Bill 174) OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by appropriating additional Federal funding of $1,500 to the Retired and Senior Volunteer Program) From Finance Director William Takaba, dated February 6, 2002, transmitting the above bill. RSVP is receiving $1,500 in Federal funds from the Corporation for National Service to support sponsor attendance at the National Senior Service Corps Conference and the National Conference on Volunteering and Community Service to be held in Utah in June 2002. Comm. 515: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER (Res. 174-02) FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR THE MULTI-YEAR CONTRACT AMENDMENT OF THE GOLF CART OPERATIONS AT TI-IE HILO MUNICIPAL GOLF COURSE (to extend the current contract for one year for the period June 1, 2002 to May 31, 2003) From Finance Director William Takaba, dated February 8, 2002, transmitting the above resolution. The extension is necessary to allow time for the Departments of Parks and Recreation and Finance to evaluate specifications and combine contract agreements for golf carts, pro shop and driving range into one bid for services to begin on June 1, 2003. UNFINISIIED BUSINESS Comm. 458.2: AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, (Bills 158) THE OPERATING BUDGET FOR THE COUNTY OF HAWA[`I FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by decreasing revenues of $5,106,303 in the General Fund); and (Bill 159) AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by decreasing revenues of $821,462 in the Solid Waste Fund; and FC-28 Page 3 February 20, 2002 (Bill 160) AN ORDINANCE TO AMEND ORDINANCE NO. 01-55, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2002 (by decreasing revenues of $45,519 in the Golf Course Fund; and (Res. 165-02) A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT(S) (by transferring $500,000 from the Waikoloa Electric Substation account to the Transfer to General Fund account) From Finance Director William Takaba, dated January 10, 2002, transmitting the above-titled bills and resolution, which are a result of the action Mayor Kim and his Administration have taken to address the revised revenue expectations.
