Dear Councilwoman Pisicchio and
Councilman Tyler:
I reviewed the latest LUPAG for the Keahole Ag Park and ~~iELCO
area. From the shape of the parcel (G-5), it seems that the ~iELCO
parcels and portions of public or DHHL land to the north of the HELLO
parcels are proposed for "Urban Expansion." (This would be the area
mauka of the airport traffic light that leads to the proposed
university, Site G-4).
Because the K-K Plan excludes industrial uses mauka, because
the HELLO station will eventually be "retired," because the Statc has
the option to purchase the HELLO site and because you should discourage
industrial uses of the HELLO site and environs, I think you should
control the use of this area (G-5).
As the entry to the university area (G-4) , I see shops, stores
and related "University Village" and apartments. HELLO should not be

industrial use or to upzone its land to office buildings, etc. Its
generators (D18 ~ D23 and CT-2) will wear out in time and should not be
replaced. Perhaps a "University Use" designation might be better for G®
5.
Please make sure we do the right thing here. The HELLO
parcels and a few Ag lots are the so-called "gateway" to Kona from the
airport. Thank you.
