Instead, you plan <br /> to hold several community rneedngs around the island in order to hear our concerns. i am <br /> Ioolang forward to attending ~~hose meetings, especially the ones in Kona. Please try to <br /> schedule these meetings in the early evenings so folks who work during the day wilt be able <br /> to attend. <br /> Some of my concerns about the General Plan, are listed as.follows: <br /> 1) °fr~e General Plan must have a Vision for our island home. Many Genera! Plans from <br /> othe?' mainland counties are including visions. Visions provide direction. <br /> 2) The General Plan is full of a lot of unnecessary language and information, which <br /> makes it difficult for the average person to read, It is worth the time and money to <br /> hire an experk, like Bruce Tsuchada from Townscape, Inc., to clean up the document, <br /> durr~p the garbage and simplify the language. Mr. Tsuchida is not only an <br /> experienced planner but also an excellent writer. An exceptional example of his well- <br /> written work is the, Waianae Sustainable Development Plan. I believe this "clean up <br /> process" will not take as long as most of you thinka! since Bruce will know what <br /> he is doing. Our final document should be something that we are proud of. <br /> 3) With Environmental OVoise being an ongoing issue in West Hawaii, it is essential that <br /> the General Plan include a chapter on N®I.SE with solutions such as creating space <br /> or buffers between noise generators (highways, schools, etc.) and residences. <br /> ®ur island is increasingly being paved aver to build more roads and parking lots in <br /> order to accommodate our car addiction. The entire island will soon look lake one <br /> more mainland hellhole. fibs General Plan needs to address this problem and <br /> provide solutions ti`~at would encourage other means of getting from to <br /> 5) 1°he General Plan needs to quit trying to cram as many condos and homes into <br /> Kailua-Kona. `Phis kind of planning will destroy Kona's character. <br /> 6) -The Gene~l Plan needs to do some serious planning of Flood Parks for West 4~lavvun. <br /> I understand that Kailua-Kona isvdoorreed if a major flood were to occur. <br /> ~r®d~ <br /> 7) As unpopular as this might be, some serious thought should be given to a <br /> ratorium on building cons~'uction in Wes€~ Hawaii until we have our Community <br /> velop Plans in place. <br /> Sa-.ever , <br /> ~ <br /> ~ Comm. dos $ r - <br /> Josep in L.
