Your Committee on Planning, to which was referred Communication No. 503 transmitted by
Mayor Harry Kim dated January 23, 2002, reports as follows:
Communication No. 503 recommends the appointment of the following individual to the Hawaii
County Board of Appeals:
Mr. George D. Curtis, a Republican, representing Council District 1, will fill a vacant
position to expire on December 31, 2005.
Mr. Curtis, a 37-year resident of Hawaii, is a retired researcher and instructor at the
University of Hawaii. He is currently serving as a Civil Air Patrol commander and pilot,
a science advisor with the Pacific Tsunami Museum, and a volunteer Tsunami Consultant
for the IJawaii County Civil Defense Agency. He has served as a Director on the Boards
for the American Red Cross and Honomu Village.
Pursuant to Section 5-6.3 of the Hawaii County Charter, the mayor shall appoint members of the
Board of Appeals to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii
County Charter.
Committee Member Curtis Tyler mentioned that Mr. Curtis had attached a resume which showed
the "many things" he has done during his residency in Hawaii, and the "interesting background"
he will bring to the Board. He also stated that Mr. Curtis would like to serve on the Board of
Appeals because of his interest in the environment and our island. He also noted that Mr. Curtis
used Mayor Kim as a reference, stating that it is "not every day that somebody uses the Mayor as
a reference", to which Mr. Curtis replied that he has known the Mayor for 20 years, because of
his connection with the Civil Defense Agency.
Committee Member Dominic Yagong mentioned that he had nominated Mr. Curtis for the
Environmental Management Commission, although someone else was selected; but he is glad
that Mr. Curtis is willing to serve on the Board of Appeals. He also noted that Mr. Curtis is a
very concerned citizen who has evritten numerous letters to him about the County of Hawaii.

Committee Member Leningrad Elarionoff then asked Mr. Curtis how his interest in the
environment and the island would be relative to the Board of Appeals, to which Mr. Curtis
replied that he became interested in environmental problems and regulations a few years ago.
Mr. Curtis further explained that he was a research associate of the University of Hawaii's
Environmental Center for about 20 years, and he reviewed the environmental impact statements
they received for this island and any regarding coastal problems. He eventually developed an
environmental assessment course which he taught for two years at UH-Hilo.
With the appointment of Mr. Curtis, the Hoard of Appeals now consists of seven members. The
other members are: Wayne Easley (12-31-02), Alfred Franco (12-31-02), Evarts Fox (12-31-0~),
Gerald Yamada (12-31-04), John Joseph Langenstein (12-31-OS), and Anson Chong (12-31-05)
Your Committee on Planning recommends the approval of the appointment of Mr. George D.
Curtis to the Hawaii County Board of Appeals.
