The 2002-2003 Capital Budget and Program consisting of 45 projects with a total cost of $62,373,000 is submitted for your review
and approval. Tlae County's share of the costs is $40,478,000, with the balance of $1.4,145,000 being the Federal Goversflsnent's
Matching Share and $7,750,000 from the State Revolving Fund.
The primary focus of the Capital Budget and Program is on projects that provide for the health and safety of our cosnsnunity. Several
of our projects are for necessary repairs to existing facilities. Several others are the County's snatching share for projects already or
proposed to be funded by Federal programs. Included in this Budget are previously appropriated projects whose funds will lapse osx
June 30, 2002 and will need. to be re-appropriated; these projects total $5,863,000.
We continue th:e County's efforts to fulfill our obli.gatiosBS to cossgply with the n:aasadates of the Asn.es-icans with lJi.sabili.ties Act (ADA),
the Fnviros~:sa.ental Protection Agency (BPA) and to snake safety isaxprovesnents to our highways.
We ask for your favorable consideration and look to continuing our efforts to besgePt the County of ~Iawaii.
