Your Committee on Finance, to which was referred Bill No. 167. reports as follows:
Bill No. 167, transmitted by Director of Finance William Takaba, via Communication No. 497, dated
January 16, 2002, amends Ordinance No. Ol -55, as amended, the Operating Budget, ending June 30,
2002. The amendment is as follows:

The State Department of Transportation Public Affairs Office -Safe Community Program is providing
these funds to purchase seven in-car video systems and radars. The goal is to reduce alcohol and speed
related fatalities and injuries and to provide a constant deterrent against drunk and aggressive driving.
Some members of Your Committee expressed concerns that the in-car video systems would be in the
way of the patrol officer"s, while they are oft duty. Per Sergeant Randy Apele of the Hawaii County
Police Department, the in-car video systems is an improvement from the current units due to its smaller
size.
During its discussion, Your Committee learned that the use of these funds is not associated with the
state's pilot traffic camera program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 167 and recommends it
pass first reading.
