REQUEST: DEPARTMENT OF FINANCE REQUEST FOR COUNCIL ACTION DATE: February 28, 2002 PHONE: 961-8288 The Planning Department has received an $80,000 federal grant, passed through the State Department of Transportation, to develop a regional transportation circulation plan for a particularly fast-growing and congested rection encompassing Keahole to Honaunau. County matching will be as in-kind services (approximately $20,000 of labor or direct expenses). At this time we would like to set up a revenue account to accommodate this grant and appropriate the amount as detailed below. 1. Consultant Services ($80,000): To enter into a consultant services contract to assist in the preparation of the plan. The consultant services contract will be in the amount of $80,000. S. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Objectives: To develop a long-range regional circulation plan for the Keahole to Honaunau area on the island of Hawaii. This regional circulation plan will identify future County arterial and collector road corridors to mitigate present deficiencies and to serve future regional land transportation demand needs based on the approved Hawaii Long Range Land Transportation Plan, General Plan land use and adopted County zoning designations. The plan will include recommendations to adopt an official roadway map or other implementation options to respond to proposed projects that may be impacted by proposed corridors. The corridor locations and widths will consider multi -modal options. Project Justification: For certain regions with high development potential, such as the Keahole to Honaunau region, an intermediate planning level is necessary to bridge the generalized planning framework of the HLRLTP and the more detailed highway design phases. This intermediate level of detail enables the legal establishment of proposed arterial and collector corridors in the face of ongoing development so that a continuous and feasible corridor is available when CIP funds are allotted to design and construct a project. See attachment for the Department of Transportation approval of the project and commitment of funds.
