Enclosed for your review and approval is a resolution relating to the expression of support for the
establishment of a Doctorate program in the College of Hawaiian Language and the appropriate
funding at the. University of Hawaii at Hilo. The doctoral program would specifically address
the issue of indigenous language anal culture revitalization, while improving the stature of the
University of Hawaii at Hilo in the Western region of the United States. The University of
Hawaii at Hilo has also contributed to the well being of the island of Hawaii as an important
economic component.

Re: Resolution No. 18 2 - 0 2 relating to the expression of support for the
establishment of a Doctorate program in the College of Hawaiian Language and the
appropriate funding at the University of Hawaii at Hilo.
Pursuant ±o Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County
of Hawaii, this written request is submitted with my approval that the above referenced
matter be waived from the Committee on Public Works and Intergovernmental Relations
to the full council for immediate action. In reviewing this matter, timely approval is
crucial. It is therefore advantageous that approval is granted and the matter placed onto
the next Council agenda. for review. I-lowever, in the event this request is denied, for
whatever reason, I understand the matter shall be referred to the Committee on Public
Works and Intergovernmental Relations for placement on its future agenda.
