A RESOLUTION IN SUPPORT OF THE DOCTORATE PROGRAM IN HAWAIIAN AND INDIGENOUS LANGUAGE AND CULTURE REVITALIZATION, KA HAKA `ULA O KE`ELIKOLANI (COLLEGE OF HAWAIIAN LANGUAGE), UNIVERSITY OF HAWAII AT HILO. WHEREAS, Ka Haka `Ula O Ke`elikolani (College of Hawaiian Language) at the University of Hawaii at I-Iilo has a national and international reputation for success in the revitalization of the Hawaiian language and culture, a key component in the identity of the island of Hawaii and our state, and WHEREAS, Ka Haka `Ula O Ke`elikolani has developed a proposal for a Doctorate program in Hawaiian and Indigenous Language and Culture Revitalization, and WIIEREAS, Ka Haka `Ula O Ke`elikolani already offers the Master's degree program in Hawaiian Language and Literature with that Master's degree program being the world's first graduate program in a Hawaiian Studies field and the world's first graduate program in a Native American language, and WHEREAS, the programs of Ka Haka `Ula O Ke`elikolani have brought many visitors from Native American and other indigenous communities from throughout the world, and WHEREAS, the proposed Doctorate program in Hawaiian and Indigenous Language and Culture Revitalization will be open to enrollment from students interested in the revitalization of Native American and other indigenous languages outside Hawaii, and WHEREAS, the course offerings for the Doctorate program also provide the opportunity for bridge programs for Native American students through a Master's degree in Indigenous Language and Culture Education and a Certificate in Indigenous Language and Culture Revitalization, and WHEREAS, the Doctorate program in Hawaiian and Indigenous Language and Culture Revitalization s~,~ill be the world's first doctoral program specifically addressing the issue of indigenous language and culture revitalization, and WHEREAS, the University of Hawaii at Hilo has been recognized nationally as the third best public liberal arts college in the Western region, and the establishment of these new programs builds the stature of the University of Hawaii at Hilo as an important intellectual, social and economic component for the island of I~awai`i, and WHEREAS, the University of Hawaii at Hilo has contributed greatly to the economic well being of the island of Hawaii by expending $24,761,958 for program expenditures and $17,783,000 for capital improvement project for the fiscal year 1999-2000, which does not include other supporting industries, and WHEREAS, in a study conducted by Dr. David L. Hammes, Ph.D. (Professor of Economics) on May 31, 199, Dr. Hammes concluded that the gross economic impact on the island-wide economy was approximately $95,000,000, using a regional multiplier of 1.5 in his calculation, and WHERESAS, the Council of the County of Hawaii has championed for the growth of University of Hawaii at Hilo. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it expresses its support for the establishment and appropriate funding of ~e Doctorate program in Hawaiian and Indigenous Language and Culture Revitalization and its feeder program, the Master's degree program in Indigenous Language and Culture Education and the Certificate in Indigenous Language and Culture Revitalization at Ka Haka `Ula O Ke`elikolani at the University of Hawaii at Hilo. BE IT FINALLY RESOLVED that the County Clerk is hereby directed to forward a copy of this resolution to Governor Benjamin J. Cayetano, Senate President Robert Bunda, House Speaker Calvin K. Y. Say, University of Hawaii Board of Regents, University of Hawaii President Evan S. Dobelle, University of Hawaii at 1-Iilo Chancellor Rose Y.
