Comm. 666: WATER SITUATION UPDATE FOR KOHALA JOINT VENTURE
From Planning Director Duane Kanuha dated July 3, 1989,
transmitting, as requested at the Planning Committee's
June 28, 1989 meeting, information regarding the Kohala
Joint Venture's current water situation.
Comm. 672: HAWAII BELT ROAD, HOLUALOA TO PAPA,
PROJECT NO. F-011-1(8)
From Alvah T. Miyamoto, District Engineer, State
Department of Transportation, Highways Division, dated
July 5, 1989, responding to an inquiry regarding the
proposed road that will bypass Kainaliu. States their
department completed a corridor study on the subject
project in 1976 and that the approved corridor bypasses
the existing highway beginning south of the Kam III
Road to the City of Refuge Road; further, due to other
priorities, there are no state or federal participating
funds available for the bypass section of the project.

From Joseph K. Conant, Executive Director, State
Department of Business and Economic Development,
Housing Finance and Development Corporation, dated
July 5, 1989, requesting approval of a proposed
residential subdivision (Ka La Loa) in Lalamilo,
South Kohala, identified as TMK: (3)-6-6-01:54
(portion) and (3)-6-6-06:01 (portion), located off of
Kawaihae Road into Ahulani Street.
Informs the project is being done jointly with the
Office of Housing & Community Development and the
proposal is to develop and offer for sale a total of
28 house and lot packages on the 12.445-acre site.

Comm. 696: GHANA ORDINANCE
(Bill 124) From Legislative Auditor Harry Takahashi dated July 14,
1989, submitting a bill which will suspend the
acceptance and approval of Ghana Dwelling Permit
applications till such time as the Council has had the
opportunity to review the recommendation of the
Planning Department or a period of six months shall
have lapsed since the effective date of the ordinance.
Comm. 697: From Christopher Norrie dated July 5, 1989, providing,
as requested, language for an ordinance to temporarily
halt the abuses of the ohana ordinance until the
Planning Director has the opportunity to develop a more
comprehensive solution to the problem.
Comm. 698: From Ruth Glatt expressing her opinion on two related
issues - the ohana zoning and the "condominiumizing" of
single residential and agriculturally zoned land by
developers.
Comm. 710: From Lee E. Dobison, President, Komohana Kai I
Homeowner's Association, dated July 13, 1989, informing
their association has been opposed to the Kamani Tree
Subdivision since its inception; further, they are
dismayed and incensed that ohana zoning is being
considered in the subdivision and urges declaration of
a moratorium on such ohana development.

1989, suggesting amendments to the Ghana ordinance.
Comm. 716: From Jerry Rothstein dated July 18, 1989, transmitting
proposed language for a moratorium to control specific
alleged misuse and abuse of the current ohana dwelling
regulations until such time as appropriate amendments
are made.
Comm. 719: From David M. Selwyn dated July 18, 1989, transmitting
wording for an ohana permit restriction.

March 15, 1989, submitting for approval, a bill to

However, the Commission recommended denial of the
rezoning application to change the County zoning
district classification from an Agricultural 1-acre
(A-la) to a Commercial Neighborhood - 10,000 square
foot (CN-10) zoned district for reasons, as listed.
