respect each and everyone of you as individuals and professionals.
figs in meetings and years past, I come before you mainly to suggest changes in policy and
improvements in one specific area...the marijuana eradication program. Before I get to
that, I would like to comment on another area; Program ®bjectives point no. 5 for the
Police Department. i noticed on page 1 ~S of the proposed budget that the police look
forward to issuing "at least 50,500 citations". With 1~S,C7~ people living on this
island that amounts to an average of more than one citation for every 3 people living
here. Do we really want our police department desiring to issue "at least 50,500
vitiations"? If so, 1 think we have a police department that #eeds like a vulture on the
lives of our own good people. It sounds like a quota system that needs to be changed to
reflect serving and protecting the citizens of Hawaii County, rather than treating us as a
source of revenue.
Ass to the marijuana eradication budget proposal: it is my feeling that placing the
eradication grant money in the budget this way is an attempt to defraud the people of
Hawaii County by placing the grants as just another item within the large budget. If this
is the only tirv~e all year that we get to have a public hearing on this issue, then you, and
the I~layor, are attempting to turn down the light of citizen oversight on this program and
place it more in the dark where it might grow on the manure of police propaganda. I
hope I am mistaken.
~l'he marijuana eradication program is illegal on any level I look at it. It is
un-constitutions!, it has never had a mandatory program review as required by County
Charter Sec. 3-1 S, it is counter-productive and the biggest failure of any County program
in history, it violates the spirit and the letter of the oath of office you swore to, it is a
~-nodern pare-military civil *~ar and an excuse to spy on all citizens. In my opinion, the
program destroys domestic tranquility, reduces the general welfare, has driven the
population into poverty, hard drug usage and worse. The program has created Pmore crime
than any other factor, it is literally terrorism created by law, approved by you, and
enforced by the police department. fihe eradication program has lessoned the blessings
of liberty for all inhabitants, and degraded the ecology of the entire island.

I charge that you, who vote to approve of the marijuana eradication program, have
engaged in deceptive political practices designed to subvert our democracy by voting on
a program review and then not delivering one, authorizing a 'special study' of the
program that was #lawed by design and fraudelent by intent, and I accuse you of
contin+~ing in a criminal conspiracy that acts under of color of law to minimize the
results of your actions and keep the taxpayers of Hawaii County in the dark.
last year at this time the council passed Resolution ~6-01, subject to conditions on the
grant money. fihose conditions have not yet been met over one year later. 1'he police
continue to operate on the ~aoney without meeting the conditions of the resolution and
now seek even more money. I call that a #raud on the taxpayers.
In my opinion, and those of many others, the marijuana eradication program has become
the Hawaii `Taliban, spying on our homes and gardens to see what flowers we plant and
calling them 'controlled substances' of the worst kind. Cike early Christians who were
forged in persecution, we cannabis enjoyers are building our faith in the healing and
sacramental qualities of this miraculous herb by your persecution. ~°he very word
"Christ" means anointed with cannabis and other herbs. fibs marijuana eradication
program can literally be called the 'anti-Christ' by definition and linguistic origin.
r*or your information, a Schedule 1 controlled substance by definition must have "no
recognized medical value". the Hawaii medical marijuana law passed two years ago
states in its first sentence, "the legislature recognizes the medical value of marijuana".
Cannabis does not even r~neet the bare minimum standard for the definition of a
controlled substance and eradication must stop now!
I know that with the ending of the delusional and expensive marijuana eradication
program, the citizens of Hawaii County will surely #ind healing and forgiveness and
return to the conditions of harmony and prosperity that nature and Divine will have
