RESOLiJTION SUPPORTING TI-IE "NO RAISE" MESSAGE OF TI-IE COUNTY
ADMINISTRATION TO PUBLIC E14!IPLOYEE ORGANIZATIONS.
W;=IEREAS, the County of Hawaii employs nearly 2,000 full-time personnel to
carry out the County's business of public safety, sewage treatment, solid waste removal,
roads, bridges, flood control, parks and. recreation, research and development, affordable
housing, community development, planning and general government service--to name a
few; and
WHEREAS, the Council values the services of all County employees and
acknowledges the significant contribusions their time and actions have made for the
County and the communities in which they live; and
WfIEREAS, since 1990, the County has experienced an 18% increase in personnel
to keep up with statutory mandates and public requests for services, however, the County's
gross payroll costs have risen 70%; and
WHEREAS, to complicate the economic picture, the County's major source of
revenues, real property taxes, has steadily declined from a high of $92,512,151 in 1996 to
$84,240,15 in 2001, and the second f~ajor source of income, the Transient
Accommodations Tax (TAT), has also declined from $17,192,155 in 1996 to $15,032,356
in 2001; and
WI IEREAS, the County is at a crossroads where service cannot be sustained at its
present revel with the associated costs without negative impacts to the public; and
WHEREAS, the Council is evaluating the County's operating and capital budget for
Fiscal Year 2,002-2003, and is aware that negotiations with all collective bargaining units
are unuerway; and
V+,'IEREAS, during the negotiations, the County administration has communicated
to the public employee organizations about the County's austere financial condition and the
administration's position that no raises should be given for Fiscal Year 2003-2004.
I~TOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that based on current available financial data, it supports the "no
raise" message of the County administration to public employee organizations for Fiscal
Year 2003-2004 given the difficult fiscal situation of the County.
BE IT FINALLY RESOLVED that the Clerk transmit a copy of this resolution to
Mayor Harry Kim, Managing Director Dixie Kaetsu, Personnel Director Michael Ben, and
the designated representatives of the following public employee organizations: UPW,
HGEA, SI~OPO, and Firefighters.
