Informs they anticipate queued vehicles on Seaview Circle, west bound ;rom Kuakini Highway that are attempting to turn left into parcels 74, 75 and 76 will cause traffic to back up on Kuakini Highway, also; the steep grade of Seaview Circle, west of Kuakini Highway makes for less than desirable sight distance, meaning, motorists entering Seaview Circle from Kuakini Highway may not be able to see or anticipate stopped vehicles attempting to turn left into these parcels. Comm. 557: AN ORDINANCE AMENDING CHAPTER 24, OF THE HAWAII (Bill 197) COUNTY CODE 1983 (1995 EDITION), RELATING TO VEHICLES AND TRAFFIC (Traffic Signal Systems - Waianuenue Avenue/Hilo Medical Center) From Deputy Director Ronald Ueoka, Department of Public Works, dated March 8, 2002, transmitting the above bill. Informs the traffic signal system at the above location was deactivated on August 22, 2000, because it did not meet the warrants in the Manual on Uniform Traffic Control Devices, (MUTCD). Informs an embedded lighting system for the existing crosswalk was installed and activated on August 22, 2000, for pedestrians crossing Waianuenue Avenue between the parking lot and the Hilo Medical Center.
