From Barbara Bell, Cu-Chair, Opala Recycling Enterprise, dated February 26,
2002, informing they would like to make a presentation to the Parks and
F'nvironmental Management Committee on April 2, 2002. Informs they received
a $400,000 grant from US EPA for "a joint project in Renewable Resource
Management to be used by the County of Hawaii and the Hawaii Island
Economic Development Board." Their group has been meeting over the last 5
months to put together a plan of action and would like to share their vision with
this Committee.

Environmental Management Commission has recommended approval of the
