to his request to defer installation of curbs, gutters
and sidewalks in front of his property until the County
similarly improves the entire Lanihuli Street and that
the County supply him with a written statement
absolving him of liability in the event of an accident
in the area of such improvements if they are to be made
at this time.

June 27, 1989, submitting a bill requesting time
extension to comply with Condition A (construction
requirement) of Change of Zone Ordinance No. 323.2
Informs the Planning Commission concurs with the
Planning Director in recommending denial of the request.
Comm. 662: KEALAKEKUA ACRES
From David M. Selwyn dated July 3, 1989, requesting
time during the Planning Committee's July 11, 1989
meeting to discuss the use of "HPR" combined with
"Ghana Permits" of Kealakekua Acres, a 55-lot
subdivision, which effectively doubles the density of
the development to 110 units, without regard to adverse
impacts on the area. States a major impact of concern
is the intersection of Napoopoo Road and the Belt
Highway being further overburdened by increased traffic.
Comm. 663: H.P.R.s ON AGRICULTURAL LANDS
From Rick Robinson, Land Committee Chairman, Kona
County Farm Bureau, dated July 5, 1989, requesting the
Planning Committee to address the clear and present
threat to agricultural lands by not allowing them to be
effectively subdivided below the density presently
allowable under County zoning.
Comm. 664: ACT 250, RELATING TO FOREIGN INVESTMENT
From Harold S. Masumoto, Director, Office of State
Planning, dated June 27, 1989, transmitting a copy of
Act 250, which amends the Hawaii State Plan by making
more explicit the State's priorities for investment in
Hawaii, irrespective of country or origin.
Informs the amendments to Chapter 226 are consistent
with the recommendations in the Office of State
Planning's working paper, Foreign Investment in
Hawaii" An Interim Report, published in February 1989.
