HomeMy WebLinkAboutREP HSEDC 010 03/07/2002 2000-2002 EOItT of TIIE COMMITTEE ON kIUMAN SERVICES AND ECONOMIC DEVELOPMENT DATE: March 7, 2002 Re: Communication No. 521/Resolution No. 175-02 PLACE: Council Chambers TIME: 3:07 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Human Services and Economic Development, to which was referred Resolution No. 175-02, "A Resolution Supporting Federal Legislation Exempting Foreign Passenger Cruise Ships in Hawaiian Waters from the Passenger Vessel Services Act," reports as follows: Resolution No. 175-02, transmitted by Council Chair James Y. Arakaki via Communication No. 521, dated February 13, 2002, "supports and encourages federal legislation that would exempt Hawaii from the Passenger Vessel Services Act that requires a foreign call between stops at U.S. ports." Chairman Arakaki explained that he introduced the resolution to address the present requirement that Norwegian cruise ships sail to Fanning Island to register a foreign port-of--call, thereby remaining at sea rather than docking at Hilo or other destinations in Hawaiian waters. He noted that the passenger capacity of the Norwegian Star is equal to fully seven 747s landing in Hilo. Council member J. Curtis Tyler, III circulated an article from the March 3, 2002 edition of West Hawaii Today indicating that a bill sponsored by Senator John McCain to allow foreign cruise ships to make consecutive stops at U.S. ports is presently stalled in the U.S. Senate. Your committ.,~ members expressed broad support for initiatives to support the cruise ship industry.
