HomeMy WebLinkAboutREP PC 063 02/20/2002 2000-2002 REPORT OF THE COMMITTEE ON PLANNING DATE: February 20, 2002 RE: C-507 /Bill No. 170 PLACE: Councilroom TIME: 2:38 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. l 70, transmitted by Mayor Harry Kim, per Communication No. 507. dated January 24, 2002, regarding the change of zone request by Dr. Brenda Carnacho, at Waiakea, South Hilo, Hawaii TMK: 2-4-023: 028, reports as follows: Bill No. 170 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 13,633 square feet of land from a Single Family Residential (RS-10) to a Residential- Commercial Mixed Use (RCX-l0) zoned district. The rectangular-shaped subject property, owned in fee by the applicant and Dr. David Camacho, is located on the southwest corner of Mohouli Street and the proposed Ululani Street extension, approximately 570 feet west from the Mohouli Street-Kinoole Street intersection. The applicant originally submitted an application for a change of zone from RS-10 to CN-10 on September 4, 2001; however, amended the request from CN-10 to RCX-10 because the area is predominantly single-family residential and the proposed use would be more consistent with the RCX zoning. The applicant intends to convert the existing dwelling into a pediatrician's office, with the possibility of having a few associates. The other possibility is the applicant may construct a new structure on the site to accommodate her office, and should this occur, the structure would be a single-story structure built to residential scale, similar to the applicant's current office on Ponahawai Street. The General Plan LUPAG map classilcation is Medium Density Urban, which allows for village and neighborhood commercial and residential and related functions. The RCX designation was included in the amended Zoning Code in 1999, and it provides for a mix of small-scale service- type commercial uses in a district that is primarily residential. The subject property is not located within the Special Management Area and is approximately two miles from the nearest coastline. The Hilo Community Development Plan adopted in 1975, reflects the subject property to be A-1 a. PC-63 PC-63 2 February 20, 2002 Surrounding properties are zoned RS-10 and are in single-family dwelling uses. The I-Iigashi Hongwanji and the Arakaki Physical Thereapy Clinic are located across the street and are zoned RS-10. To the east of the property, on the corner of Mohouli and Kinoole Streets is the United Community Church. The property is located within Zone X, an area determined to be outside the 500-year flood plain. Because the site has been fully developed, the applicant does not believe there are any rare or endangered flora or fauna in the vicinity, nor are there any historical, cultural or archaeological features on the site. Access to the property is from Mohouli Street, a paved county roadway with an approximate b0- foot right of way and paved shoulders. There are no existing curb, gutter and sidewalks in the area. Water is available through an existing 5/8 inch meter. With the approval of the Department of Water Supply, a backflow preventer needs to be installed. Although a cesspool was used for the single-family dwelling, the applicant intends to install a septic tank system for the project. All other utilities and services are or will be available to the subject property. Your Chair explained that Dr. Camacho assumed Dr. Ruth Oda's practice, and because of limited parking and traffic safety concerns on Ponahawai Street, Dr. Camacho would like to relocate her practice to a better location which will allow ample parking and safer traffic conditions. Your Committee did not entertain further discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 170 and recommends it pass first reading.
