COMMITTEE ON PLANNING

PLACE: Councilroom
TIME: 2:05 p.m.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Planning, to which was referred Bill No. 177, transmitted by Mayor Harry
Kim, per Communication No. 525, dated 1~'ebruary 15, 2002, regarding the change of zone
request by ll3r~nslek, LLP, at Waiakea, South Hilo, Hawaii TMK: 2-2-22:006, reports as
follows:
Bill No. 177 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning
Code) of the I-Iawaii County Code, by changing the district classification for approximately
20,640 square feet of land from a Single Family Residential (RS-10) to aGeneral-Commercial
(CG-20) zoned district.
The rectangular-shaped subject property, owned in fee by Lynn Koshiyama, Keith Shimizu and
Brandon Shimizu, is located on the north (Hamakua) side of Kamana Street, between Kinoole
Street and Kilauea Avenue, approximately 236 feet east from the Kamana Street-Kinoole Street
intersection. There is asingle-family dwelling with a paved parking area in the front and a
graveled area to the rear of the property. There are rolled curbs fronting the subject property,
and no curb, gutter or sidewalk improvements along Kamana Street.
The applicant intends to convert the existing dwelling into an accountant's office.
The General Plan LUPAG map classification is High Density Urban, which allows for
commercial, ~~nultiple residential and related services in the area bordered by Kinoole, Lanikaula
and Mililani Streets. The Hilo Community Development Plan, adopted in 1975, designates the
subject property as RM-4 (Multiple-family residential 10 units/acre).
The subject property is not located within the Special Management Area and is over a mile from
the nearest coastline.
The adjacent parcels to the east and west are zoned RS-10. A change of zone application has
been filed for the adjacent property to the east for Dr. Curtis Lee to establish a doctor's office.
Surrounding properties are also zoned RS-10 and intermixed with Commercial (CG-20) zoned
lots. There are two Double Residential (RD-3.75) zoned parcels approximately 86 feet east of
the subject property.
The property is located within Zone X, an area determined to be outside the 500-year flood plain.
Because the site has been developed, the applicant does not believe there are any rare or
endangered flora or fauna in the vicinity, nor are there any historical, cultural or archaeological
features on the site.

PC-67 - 2 - March 7 2002
Access to the property is from Kamana Street, a paved County roadway with an approximate 60-
foot right-of--way and paved shoulders.
Water is available through an existing 5/8 inch meter, and additional water can be made available
from an existing 6-inch waterline along Kamana Street. With the approval of the Department of
Water Supply, a backflow preventer needs to be installed.
There is an existing sewer lateral serving the property.
All other utilities and services are or will be available to the subject property.
Sidney Fuke, representative for the applicant, mentioned that ironically, the applicant is the
accountant for Curtis Lee who is also applying for the change of zone for the property adjacent
to the subject property. He also explained that no comments were received from the neighbors
on this change of zone request.
Your Committee concurs with the Planning Commission and the Planning Director for
recommending a favorable consideration for the change of zone request.
Your Committee on Planning is in accord with the intent and purpose of Bill No. 177 and
recommends it pass first reading.
