HomeMy WebLinkAboutREP PC 068 03/07/2002 2000-2002 REPORT OF THE COMMITTEE ON PLANNING DATE: March 7, 2002 RE: C-526 /Bill No. 178 PLACE: Councilroom TIME: 2:05 p.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 178, transmitted by Mayor Harry Kim per Communication No. 526, dated February 15, 2002, regarding the change of zone request by Dr. Curtis Lee, at Waiakea, South Hilo, Hawaii TMK: 2-2-22:005, reports as follows: Bill No. 178 amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the I-Iawaii County Code, by changing the district classification for approximately 20,640 square feet of land from a Single 1'°amily Residential (RS-10) to aGeneral-Commercial (CG-20) zoned district. The rectangular-shaped subject property, owned in fee by the applicant, is located on the north (Hamakua) side of Kamana Street, between Kinoole Street and Kilauea Avenue, approximately 322 feet east from the Kamana Street-Kinoole Street intersection. There is asingle-family dwelling with a detached carport located on the property. There are rolled curbs fronting the subject property. The applicant intends to convert the existing dwelling into his medical office; however, the applicant may demolish/remove the existing dwelling and carport and construct a new single- story structure depending on the renovation cost. The General Plan LUPAG map classification is High Density Urban, which allows for commercial, multiple residential and related services in the area bordered by Kinoole, Lanikaula and Mililani Streets. The Hilo Community Development Plan, adopted in 1975, designates the subject property as RM-4 (Multiple-family residential 10 units/acre). The subject property is not located within the Special Management Area and is over a mile from the nearest coastline. Two properties to the immediate east are zoned Double Family Residential (RS-3.75). To the immediate west and north (rear), the properties are zoned Single Family Residential (RS-10). A change of zone application has been filed for the adjacent property on the west for Branclek, LLP to establish an accountant's office. Surrounding properties are also zoned RS-10 and intermixed with Commercial (CG-20) zoned lots. PC-68 PC-68 - 2- March 7, 2002 The property is located within Zone X, an area determined to be outside the 500-year flood plain. Because the site has been developed, the applicant does not believe there are any rare or endangered flora or fauna in the vicinity, nor are there any historical, cultural or archaeological features on the site. Access to the property is from Kamana Street, a paved County roadway with an approximate 60- foot right-of--way and paved shoulders. There are no existing curb, gutter and sidewalks in the area. Water is available through an existing 5/8 inch meter, and additional water can be made available from an existing 6-inch waterline along Kamana Street. With the approval of the Department of Water Supply, a backflow preventer needs to be installed. There is an existing sewer lateral serving the property. All other utilities and services are or will be available to the subject property. Sidney Fuke, representative for the applicant, mentioned that no comments were received from the neighbors on this change of zone request. Your Committee did not entertain further discussion on this measure. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 178 and recommends it pass first reading.
