Your Committee on Finance, to which was referred Bill No. 179, reports as follows:
Bill No. 179, transmitted by Council Chair James Y. Arakaki, via Communication No. 530, dated
February 21, 2002, amends Ordinance No. 01-56, as amended, the Capital Budget, ending June 30, 2002,
by adding the following project:
PARKS & RECREATION:
Waiakea-Uka Park Restroom 110-599-5591.67-115 $60,000
Funds for this project shall be provided from general obligation bonds, capital projects fund-fund balance
and/or other sources.
Funds will be used to construct a restroom to serve outdoor activities, e.g. ball field and playground, at
the Waiakea-Uka Park. Presently, Waiakea-Uka Gym must remain open for public use of restrooms to
serve outdoor activities. Funds are for materials only as volunteers will provide the labor for the
construction of the restroom.
The estimated total cost to construct the restroom would be $175,000.
In a letter transmitted via Communication 530.1, dated March 1, 2002, Mayor Harry Kim expressed
reservations regarding the priority of this project. The members of Your Committee discussed alternatives
without County of Hawaii funding. However, the members of Your Committee encourage the
resourcefulness of community partnership projects with or without County of Hawaii funding.
For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 179 and recommends it
pass first reading.
