The U.S. Department of Health and Human Services, through the State Department of health,
Emergency Medical Services System, has authorized funding for EMS personnel to conduct
community injury prevention projects. Mr. David Cecil, a Firefighter/MICT with the Hawaii County
Fire Department applied and was awarded a $2,000 grant to produce videos about "Soccer Injury
Prevention".
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of Health.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$2,000 EMS Childhood Injury Prevention Grant.

Prepare a resolution to accept a $2,000 grant from the "Emergency Medical Services for Children" federal
grant program, and to recognize Mr. David Cecil, Firefighter/MICT with the Hawaii County Fire Department
for applying for this grant.
Prepare a corresponding ordinance as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii Department of Health, Emergency Medical Services System made grants of up to
$2,000 available to EMS personnel to conduct community injury prevention projects. The grants are funded
through a grant from the "Emergency Medical Services for Children" program of the federal Department of
Health and Human Services.
Mr. David Cecil, Firefighter/MICT with the Hawaii County Fire Department applied for and was awarded a
grant to produce videos about "Soccer Injury Prevention". Mr. Cecil and other volunteers will produce these
videos. A substantial amount of the funds will be used to rent video equipment for five days.
